Establish Sector Skills Councils co-chaired by the private sector to define job standards, validate curricula, and ensure training aligns with real industry technologies.
Launch short-term modular certified programs for rapid workforce entry, alongside a national campaign to revalue Technical and Vocational Education (TVET) among families.

Catalyzing entrepreneurship — supporting creation
Transform entrepreneurship from a survival necessity into a genuine career and wealth-creation opportunity.
Deploy the digital platform “SENEGEL Entreprendre,” centralizing access to mentorship, incubators, and financing windows, reducing administrative complexity for young founders.
Create a SENEGEL Guarantee Fund to reduce perceived bank risk and adapt the “WIC-Youth” model to inject seed capital specifically into women-led youth ventures.

Employment Pathways
Smoothing career pathways — stimulating demand
Secure the critical transition from training completion to first employment through professional “bridges.”
A National Mentorship Program using intelligent matching, and adoption of a National Charter for Quality Internships certifying companies that commit to proper supervision and fair compensation.

Governance & Transparency
Active citizenship — strengthening foundations
Ensure SENEGEL remains an ecosystem governed “for youth and by youth.”
Institutionalize the SENEGEL Youth Council within the strategic steering body. A public Open Data portal will ensure full transparency in fund use and results, strengthening accountability.
